2025 Policy Initiatives

The Providence Foundation is a 501(c)3 representing 120 business and nonprofit members focused on building the success of downtown. As a committed convener, experience tells us downtown will have a bright and prosperous future and evolve and grow if we address these key issues.

'8-Law' - H 5688 / S 963

Rhode Island's '8-Law' remains a critical tool to address the affordable housing crisis. While it created thousands of affordable units, it has the potential to create thousands more mixed-income housing units across the state.

Rebuild RI Tax Credit- H 5741/ S1002

To remain competitive with neighboring states, Rhode Island should enhance this program by increasing funding, and improving transparency. These reforms will attract private investment, accelerate housing production, and create jobs, ensuring that Rebuild RI strengthens communities and drives sustainable economic growth for years to come.

Historic Tax Credit- S 940

A robust State Historic Tax Credit would result in increased funding and greater transparency which are essential to ensuring the program’s success. These changes address Rhode Island's housing needs and preserve its heritage.

Capital Center Commission- H 5306 / S 721

This bill would dissolve the Capital Center Commission to streamline the development process while reducing redundant bureaucratic barriers downtown.
